An FAA spokesman did not say how SpaceX violated terms, but did ensure the organization experienced applied to modify its license and wouldn’t budge on policies. “The FAA will not compromise its obligation to shield community safety,” the spokesman explained. “We will approve the modification only immediately after we are satisfied that SpaceX has taken the needed steps to comply with regulatory necessities.”

Elon Musk plainly is not pleased with the FAA, whatsoever the difficulty.
